Pay Level: Academic Level-13A with  rationalized entry pay of Rs.  1,31,400/-

Educational qualification and experience 

  • A Master's Degree in Library Science, Information Science or Documentation Science or an equivalent professional degree, with at least 55% marks (or an equivalent grade in a point-scale, wherever the grading system is followed)
  • A consistently good academic record, with knowledge of computerization of a library.
  • Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) conducted by the UGC, CSIR or similar test accredited by the UGC like SLET/SET or who are or have been awarded a Ph.D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degree) Regulations, 2009 or 2016 and their amendments from time to time as the case may be: Provided that the, candidates registered for the Ph.D. degree prior to July 11, 2009, shall be governed by the provisions of the then existing Ordinances I Bye-laws I Regulations of the Institution awarding the degree, and such Ph.D. candidates shall be exempted from the requirement of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/Colleges I Institutions subject to the fulfillment of the following conditions:-a) The Ph.D. degree of the candidate has been awarded in the regular mode b) The Ph.D. thesis has been evaluated by at least two external examiners; c) Open Ph.D. viva voce of the candidate has been conducted; d) The candidate has published two research papers from his/her Ph.D. work out of which at least one is in a refereed journal; e) The candidate has presented at least two papers based on his/her Ph.D work in conferences/seminars sponsored /funded/supported by the UGC/ICSSR/CSIR or any similar agency.

Note: 

  • The fulfillment of these conditions is to be certified by the Registrar or the Dean (Academic Affairs) of The University concerned.
  • NET/SLET/SET shall also not be required for candidates in such Master's Programmes for which NET/SLET/SET is not conducted by the UGC, CSIR or similar test accredited by the UGC like SLET /SET.

Remuneration

  • The position is to be filled at Pay Level 10 as per 7th CPC (Basic, HRA, DA, TA, and DA on TA} and other eligible benefits as approved by the board from time to time. For candidates with exceptional credential in terms of experience and qualification higher Pay Level up to 12 of 7th CPC may be considered.

Qualifications for Deputation/Short-term contract:  

  • Officers from Central Govt. or Autonomous Bodies or Universities who are;
  • holding analogous posts on regular basis; or holding posts in the pay scale of Level-6 with five years regular service; and possessing the following qualification:
  • (a) Master’s degree with 50% marks in any Social Science discipline from the recognized University or equivalent.

Method of Recruitment : Deputation/Short-term-Contract

Pay as per 7th CPC : Level – 11 (Rs.67700-208700)

Qualifications for Deputation/Short-term-Contract: 

  • Officers from Central/ State/UT Govt. or Universities;
  • holding analogous posts on regular basis;Or
  • holding posts in Level-10 (Rs.56100- 177500) with five years regular service; and 
  • Ph.D. in any Social Science discipline.
  • Five years of teaching or guiding research and or five years’ experience of research administration in a reputed organization.

Note:

  • 1. The maximum age limit for appointment by Deputation shall not be exceeding 56 years as on the closing date of receipt of application.
  • 2. Period of Deputation is initially three (03) years, extendable as per the rules and requirement of ICSSR.
  • 3. The number of vacancies may increase or decrease.
  • 4. The persons holding equivalent posts or having rendered five years regular service in the next lower grade shall be considered for the posts of Section Officer and UDC.
  • 5. The serving candidates should send their applications along with APARs for the last five (05) years and vigilance clearance through proper channel.
  • 6. Any candidate indulging in any form of canvassing/influence for selection will invite cancellation of his/her candidature.
  • 7. ICSSR reserves the right to interpret all rules including wherever it is not specifically mentioned and may cancel the candidature without assigning any reason (s).

Qualification

  • A Master’s Degree in Library Science/ Information Science or Documentation Science or an equivalent professional degree, with at least 55% marks (or an equivalent grade in point-scale, wherever grading system is followed)
  • A consistently good academic record with knowledge of computerization of library.
  • Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) conducted by UGC, CSIR or similar test accredited by the UGC like SLET/SET or who are or have been awarded a Ph.D Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for awarded of M.Phil./Ph.D Degree) Regulations, 2009 of 2016 and their amendments from time to time as the case may be: 

Provided that the, candidates registered for the Ph.D. degree prior to July 11, 2009, shall be governed by the provisions of the then existing Ordinances / Bye-laws / Regulations of the Institution awarding the degree, and such Ph.D. candidates shall be exempted from the requirement of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/Colleges / Institutions subject to the fulfilment of the following conditions:- 

  • The Ph.D. degree of the candidate has been awarded in the regular mode 
  • The Ph.D. thesis has been evaluated by at least two external examiners; 
  • Open Ph.D. viva voce of the candidate has been conducted; 
  • The candidate has published two research papers from his/her Ph.D. work out of which at least one is in a refereed journal; 
  • The candidate has presented at least two papers based on his/her Ph.D work in conferences /seminars sponsored / funded/ supported by the UGC/ICSSR/CSIR or any similar agency

Note: 

  • The fulfillment of these conditions is to be authorized by competent authority. 
  • NET/SLET/SET shall also not be required for candidates in such Master’s Programmes for which NET/SLET/SET is not conducted by the UGC, CSIR or similar test accredited by the UGC like SLET/SET
  • Must have knowledge of digitalized library system must. 
  • Person with having LL.B will be preferred. 
  • Knowledge of Hindi/Sanskrit upto Matric.

Other Instructions: 

  1. In case, no person found suitable by the selection Committee University may not fill the post(s). 
  2. The University shall have the right to increase or decrease the posts at Sr. No. 1 to 4. 
  3. Officer/employee taken on deputation shall be paid salary as per Haryana Govt. Rules. 
  4. The engagement shall be on temporary basis for a fixed time or till vacancy is filled through due process, whichever is earlier.
